what is a M&W hand clutch?

on my antique Farmall M tractor, ther is a M&W hand clutch. i dont really know what it is, so i wanted to know what it is.

    It is a hand operated clutch that goes on the left brake when operated it will stop the tractor but not the powertake off thus giving you a live pto.
